Should fresh water be considered a commodity or a public trust? What are the benefits of each?

I’m doing a project for school and I am struggling to find suitable answers for the following questions:
1. Should fresh water be considered a commodity or a public trust? What are the benefits of each?
2. Should countries be accountable to a uniform standard of sustainability? Do specialized standards promote unsustainable growth in developing countries?
3. What can be done to promote sustainable trade while encouraging the growth of developing economies?
4. Can sustainable trade be enforced without an international legal system?
If any one could help me with appropriate links, or answers that would be really helpful!!

The biggest issue you have here is the defenition of the word ’sustainible.’ And where you are standing when you look at an issue.
For example: ’sustainable trade’ that encourages local agriculture harms the rest of the people in a country because this forces them to pay hgher prices for lower-quality food.
There are no ‘magic bullets’ – nothing stays the same and the more you try to prevent the developing world from modrenizing themselves by adapting to the larger international economic community – the more you harm them in the long run.
